Angry 2014 Silverado DBL Cab Paint Issue

2 weeks ago I was waxing my truck and was standing in the bed when I noticed what looked to be like dirt around the 3rd brake light on the back of the cab of my truck. I cleaned it out as best as I could but still it was stuck there. I pulled the 2 screws out of the brake light and the light came out of the cab and on the back side of the light are 2 silver metal clips that help to keep the light in place with the help of the 2 screws and one of the clips was busted. Well I continued to try to wipe the dirt off and yes it was dirt but under the dirt was bare body. It was missing paint. The truck is the Silver Ice Metalic in color. Well I took the truck to the dealer and the truck had 39400 miles on it when I pulled into the service center and I would have reported it sooner if I would have seen it before this time, and I explained what it was and showed them where it is at and they said they would have to look at it themselves and will take the light out to see it. They brought the truck back to me and said yes its sure missing paint there and said no its something that I could not have done, and then he said it probably came from the factory like that or maybe when that clip was broke on the back of the brake light maybe it let the brake light bezel do it but it doesn't look like a wear place is what he said. He then told me we would have to go to the body shop and let them make an estimate to repair it and submit it to General Motors and see if they would pay for this since it was just out of my 36000 mile bumper to bumper warranty, and I explained to him I had an extended warranty through Zurich but he said that doesn't cover paint issues, but he did say that I have a corrosion for paint and body of 10 years through General Motors so he said he would try to get it covered. I told him I understood what he was saying and I made him aware that if I had chipped my paint, I understand that I am liable for it, but since the paint was missing from the factory or from a defective brake light bezel and clip bad, then at that time General Motors was liable. He said he understood and felt the same way but he said he had to follow procedures to get it fixed. 2 weeks later I received a call from the dealership that General Motors will not pay for or contribute to their faulty paint, so I asked what the total cost was and they said it would be $704.10 and that was to paint the entire roof of the truck and that is not what I really want as Silver is very hard to match and I told him this and said why can't they use the touch up with clear coat and wet sand it and buff it so it matches and wouldn't be seen, and he said they have to estimate it for an entire roof paint. So I called General Motors a week ago and explained to someone about this problem and after I got done, they said now whats wrong with your vehicle, so I had to go through it all again and then she asked what I wanted General Motors to do. I told her I wanted my truck paint fixed so it does not rust and I explained the 10 year paint corrosion warranty and I said wouldn't it be better to fix it now than to cut metal out of it in 4 years to fix what could have been avoided. She again was lost and said she would have a senior executive solution specialist call me within 24 to 48 hours and now its been a week and no phone call and no email. I think this is horrible service by a company I have supported for 30 years purchasing new chevrolet vehicles and also my father retired from. Does anyone have any solutions or comments that can help me other than me contacting the attorney general or ombudsman in my state?
