Can't Enter Key Fob Programming Mode - Cavalier 2000 LS Sedan

Hey!

I've got a Cavalier 2000 LS Sedan. VIN is 3G1JF5243YS130528. I received this car a few years ago with no fob.

I purchased a fob and attempted to put the car into programming mode via my choice of scanner, Tech2Win. According to service manuals, the locks are supposed to cycle when the mode is correctly entered. This never happens.

Looking into the BCM reveals that the "Options" parameter for RKE is "On". It's a default option for the LS models. The trunk has the solenoid with no in-car trigger. The previous owner stated the owner before her did have a fob.

Literally everything points to this supposedly being able to work, and perhaps there's an issue with the BCM. I will note that the dealer I called, for some reason, said the VIN didn't have RKE included.

Thoughts?

Update!!!!!!!!!

I was dumb and misunderstood the service manuals. Either that, or they were straight-up wrong. The locks on my specific model did not cycle when putting the car in programming mode. The locks only cycle when programming has been completed successfully.

In my case, the fob I had purchased from Amazon didn't work. I ended up going to an automotive locksmith and they provided me with some sort of Kia universal fob that was able to successfully pair. Paid an arm and a leg for it, but at least it works!
