Very cheap. Hell to turbo a saturn with new parts... you're looking about 5-8K depending on where you get it. A cavalier is similar to a saturn in that they are not worth that amount of time, money and effort. If you want my honest suggestion and you are hell bent on making that car go fast... n2o. Best solution for cheap power. I would maybe max do a 50 shot on that car. Use a fogger system so you don't blow it up and it can be distributed evenly across all 4 cylinders.
Nitrous and Turbos are not good ideas on cars that have not been well taken care of, that have low compression, or a car that you think is iffy with reliability. Unless you have a daily driver I wouldn't even bother thinking about it. A 50 shot is safe on the stock internals if the car has been cared for properly. Maybe a 75 shot, but I wouldn't even chance it. A 50 is plenty. The car doesn't way a whole lot. I would do some extensive reading before getting involved in it. Nitrous and turbos have a lot more to them other then boost and extra o2.

For a turbo you are going to need atleast the following:
turbo
manifold
oil cooler
oil supply and return lines
coolant supply and return lines
exhaust manifold gaskets
turbo->d-pipe gasket
Drill
Stand alone fuel controller
Fuel pump
Injectors
Intercooler
Intercooler piping
Random washers for turbo lines
Exhaust studs
Possibly head gasket and head bolts/studs (depending on boost)
Diverter/BOV
might as well invest in poly eurothane mounts....
that is a minimum. I forgot to add stuff but you catch my drift. You will be drilling some stuff out. For example a hole in the oil pan for the return oil line.

If you want to go fast with little money why not just buy a Camaro or Mustang or something that will go faster without straining the engine. It would be cheaper in the long run than all the maintenance you'd need with a turbo'ed Cavalier.
