Revving Issues

I have a 2009 Cobalt LT. Over the last couple of days I have had some issues with the engine revving up and down while I'm driving. Would that be an issue with the spark plugs or idle air control sensor? Or is that an issue with something else?

Have you clean the intake manifold or butterfly valve/throttle plate?
