Reduced power light on but does start sounds choppy though ..is it serious ? And expensive fix?

Is the check engine light on?

My dads did it during the winter,
because it would warm up, & moisture caused freezing & sticking of the valves;
maybe the throttle sensor (?)

or on the internet;
might be something simple
