Leak Down test

Default Leak Down test
Just performed a leak down on a BBC and got the following results. Cylinders 1 & 3 have a 20% leakage. Cylinder 4 has a 45% leakage. What's the next course of action?

where was the air leakage exiting? exhaust, throttle body, oil dipstick tube, rad
