Default New small block build down on power

I just built a new sbc 350 but bored 60 over now with vortec heads, comp cams .480 lift 280 duration and edelbrock single plain aluminum intake it has a edelbrock 650 carb on it transmission is a th350 with a 1972 nova 10 bolt rear-end in a 1950 chevy coupe deluxe. Drove it for the first time and it is down on power in the low end. I was wondering if it is a case of to much cam and not enough stall? or if anyone had any ideas as to what it might be. This being my first engine build at 17 I'm new to this
