Default Ecm won't link to scanner!!!!!need my work van back!!!!!

I have a 1998 Chevy Express van 2500 with a 305. The van will turn over but will not start there is no spark or fuel delivery. I plugged my Mac Tools hand held scanner into and will not link to the ECM it says link error. I thought I was the ECM so I put in another one and still having the same problem, anyone have any ideas what might be going on I would really appreciate it this is my work van. The ECM number is 16250279.

I have a 2009 Express 2500
Does your scanner power up when you plug it in? On mine with the power off on the scanner it will power up when I plug it in telling me I have power to the scanner and then the scanner starts looking for the proper connection type to link.

Yes my scanner turns on when I plug it in, indicating there is power to the obd outlet however it will not connect to the ecm.

I have seen the connecter (where you plug your scanner) for the ECM go bad before... have you tested those connections yet?
