Have you checked the fuse? If it is blown, there is a reason it is. If it is the fuse, replace it, if it blows instantly, I'd suggest replace the fuse, unplug one of the horns. If a horn has a short, this will isolate which one.

no the fuse isn't blown

Well... I would recommend you checking the cables. That could be one of them has mechanical damage.
When did it stop working? What had happened before?

If you have a voltmeter, unplug from the horn, take one lead to ground, and check for voltage, if you don't have it, back track to the fuse box.

yeah i went all through it today including changing out the relay and nothing, but my instrument lights went out too so i'm thinking that there's a bad short somewhere i was trying to take the fuse box off the body to check for shorts because that seems to be where the power is stopping on both things but i can't get it to come off or find any mounting screws if anyone knows an easy way to detach it it would be a big help thanks guys

Not familiar with your body/model, I'd suggest look at the center of the fuse block for a screw, it may be a screw on fuse block to power block.
