Default starting troubles

I have a 99 express van 5.oL, when I turn the key to the run position I can hear the fuel pump run and then shut off when it builds pressure. When I try to start it sometimes it will start and sometimes it won't, it is intermitant it doesn't matter if it is dry or wet out. Fuel pump was replaced about a year ago. Someone told me that it could be the fuel pressure regulator. Just looking for some ideas on this problem, if it is the regulator where is it located?

Default regulator

pretty sure the sending unit is self regulating. the only need for a seperate regulator is if you are running that particular pump with a carberator. the regulator would reduce the fuel pressure. does the outdoor temperature make any difference? is the fuel pump just turning off? or is it just not allowing to turn over?
