Default high and low beams reversed

When t he high beam setting is switched on, it’s actually low beam. When you click off the high beam, in what would be low beam, it’s actually high beam as far as brightness.

any idea what this is about?

03, Express , 3500 cargo, 6.0 FI.

I would start by disassembling, inspecting and cleaning the multifunction switch.

Do you mind telling me exactly what the multifunction switch is/located?

the stalk you use to turn on the high beams (and other things like signals etc. hence multifunction)
You probably need to remove the steering wheel. I would pick up a repair manual if you're going to be doing this yourself.

You have a model built in Canada where this was the norm for several years.

Your lights work just fine the way they are. You could move the wiring AND bulbs, but you’ll have to make sure it’s done right so that your high beam indicator reads correctly.

Funny I've driven Canadian GM's all my life and they never did that.

The late 80s/early 90s GM pickups are the best example because the DRL requirement was in Canada before the US. Many US GM pickups were built in Canada, including my ‘92.
