350 Chevy balance problem.
 
Good day folks. I'm installing an unknown to me 350 small block in an 83 Camaro. It's from a 69-79 something according to the numbers of 3970010. These are supposed to be internally balanced right? Well it looks like someone has welded a couple of weights to the flywheel pso I'm wondering if someone changed up the crank or maybe did some "tricks" to the engine. Here are a couple of pics.

V8's are not inherently balanced, only the straight 6-cylinder is. But yeah the V8 crankshaft should be internally balanced. Some jackass must have made a mistake with that flywheel.
