97 Cavalier no power

have a friend that has 97 Cavalier no power only will go to 2000 rpm had a shop check it out was told it was the throttle body picked one up used no luck same any ideas

Clogged Catalytic Converter, Clogged fuel Filter, Weak Fuel Pump, Needs Tune up, Etc. Good Luck.
