Rust in Oil

On my dads 03 1500 z71. We just changed the oil today and the oil cap was rusted up top. It also had some water in the top of it. The Dip Stick is rusty and I think that the oil may of had some water in it. It almost looked like chocolate milk. Since these trucks use dex-cool, im not sure where the water could be coming from. Any else know what this is? Im leaning toward head gasket but it doesnt make since. There is now loss of power or white smoke. Please help.
Thanks.

Dare I ask how long it had been since the last oil change?

RE: Rust in Oil

About 5,000 mi. I think it may of been the PCV Valve. Pulled it out and it was packed full of brown hard crud. Put new one in and now it even runs better. Was in there for 124,000 mi.
Thanks.
