Catalyst efficiency below threshold

New cat and new o2 sensors and still have an enigine light with error of catalyst efficiency below threshold. How can this be?

so you cleared the codes with a scan tool and the test ran and failed.
did you buy a quality cat or a cheap weld in cat?
