Distributor vacuum advance

Hi. I'm new to the forum. Just bought a 1966 impala, 283 2 BL carb, power glide trans. There's only one port on the carb and its full manifold vacuum with a line going to the vacuum advance on the dist. Doesn't seem right. When I unplug the line at the dist. and plug it to set the timing, its OK. After setting the timing and reattaching the line to the dist., of course the RPMs climb because the timing is now advanced. The carb was rebuilt somewhere in canada. Is this port on the carb supposed to have full manifold vacuum? Its above the throttle plates.

Just peaked at my 68 el camino 327 power slide - dist advance line comes of a port on front bottom of the Rochester carb if that's any help.
