2005 Malibu will not start

2005 Malibu will not start
Hello!
I have a 05 Malibu that was running OK yesterday, but this morning, it will
not start. The battery seems to be OK; I get 11.5VDC on the terminals
and my windows/wipers/stereo work as normal.
The only warning light on the dash is the Check Engine light, which is solid,
and that (as I recall) is normal. I think it typically disappears after ignition.
When I turn the key, I hear a rapid "click-click-click" until I stop turning
the key. In-between the clicks, the 'check engine light' turns off/on. The
starter does not (sound) as though its trying to crank the engine.
I checked some of the fuses, they were OK. I am unable to test any relays
at this point, but I will be prepared to do so later tonight. I have not tried
to jump-start the car as I think the battery is fine; I presume if the battery
was failing, the car would at least try to crank.
Any tips on what I can check myself? I was thinking of renting a code-
reader for the OBC-II and doing a little deeper diagnosis maybe tomorrow.
