Default 2007 Silverado Wiper Failure

I have a 2007 Silverado 2500 HD diesel classic. My wipers have quit working. They will work only if the tilt wheel is up but have to be in the right position on the tilt. I have been told this is a problem in the wiring harness where the wiring harness rubs against the tilt on the steering column. Has anyone else had this problem. The dealer wants $2K to repair!!! Chevrolet knows about this problem and refuses to acknowledge this exists. They are not willing to do anything about this. Sorry but this is a safety hazard. You would think that you pay $40K for a truck it would last longer than 11yrs. Can anyone please help, or give me some guidance as to how to get this repaired and not cost $2K???? Thanks:
