Your cruise control was probably disconnected for a reason. Usually, the transducer (cruise unit) is bad, either inoperable or the speedo jumps or has quit working. I happen to have a reman transducer that I would sell you (cheap!) if you need it.
You can usually find wiring and vaccum diagrams in the manuals in most good public libraries. I would check there first.
