Default 1998 C2500 P/U Intermittent no start, Codes P1626, U1041 and U1192

I have a 98' C2500 5.7 Vortec.

I have been battling may issues over the last few years and this is the last one.

It started as an intermittent no start that was supposedly due to a bad ignition switch cylinder. I replaced it and problem went away for a while then came back.

I took the truck to a reputable truck repair business and they said you have a bad switch. Replaced again, and fixed issue for short time.

I now have an issue where the truck sometimes starts normally drives down the road and then dash lights go out, dashboard brake lights start flashing, brake lights stop working and A/C compressor stops working.

I installed one of my remote starter switches to the starter that runs inside the cab so I turn the key to the run position press the remote starter and the truck runs, but I have no brake lights, dash lights or A/C.

In addition to this, while driving in heavy rain 3 days ago I went through a large puddle and the issue magically went away for the remainder of the day. the next day was dry and the problem returned. I am thinking bad ground, open circuit?

I Found a GM bulletin for a bad ground issue with the EBCM.
I read it in its entirety and proceeded to repair as instructed. However, there is a small issue. The EBCM ground in not where everyone says it is on this 1998 C2500 pickup.

It is not under the drivers side door on the body to frame mount, it is not on the Passenger body to frame mount in fact, I cannot find this ground anywhere on the frame or body or body to frame mounting areas.

I checked on my friends 1999 C2500 and it is right where it is suppose to be according to manuals etc.

1). Where is the main ground located for the EBCM on this particular truck.
2). Thoughts on this issue?
