2002 Silverado 3500 wiper problem

Hi, I believe the wipers on my 2002 Silverado 3500 with an 8.1 motor were frozen when I tried to use them, and now they only operate on high speed, and will not park properly. Can anyone please tell me what the problem may be and how to get them working properly? Thanks.
