4x4 Problems

I bought a 1992 chevy 1500 Z71 a few months ago. Guy told me the passenger cv axel was "going out" but the the price I paid not a big deal and truck drives good. Got it home started checking it out and turns out the cv axel is not even there. Well I decided to make sure the 4x4 was working before I spent the time and money on getting a new axel and installing it. Initially it didn't seem to be locking in to 4x4 so i replaced the actuator and checked to make sure it was working and getting power to it before installing it into the transfer case. After installing it still no results. So i read somewhere were the inner workings of the transfer case can get stuck and not react to the actuator and just need to be manually moved say with a screw driver and free-ed up then the actuator will be able to do it from there. I tried this and now when shifting into 4x4 High still nothing, but 4x4 low seems to be engageing (sounds like it) but still cant tell from any results. So my question is do I have to have the second axel installed before the 4x4 will engage and work properly or do I have other issues?
