Default driverside cig lighter and obd hook up not working

ok... I have an 08 silverado 1500 ext cab..if your looking at the dash under the radio... There is two cig outlets. As well as the one under the fold down seat.. The passanger one and the one in the seat work... But the driverside doesnt... Its been like that since i bought it.. went to hook up a tuner today... But the obd connector isnt getting power... I believe they are on the same fuse.. But i pulled the aux outlet fuses from the driverside dash fuse panel.. and they were ok.. I also pulled each and every other fuse on that panel as well (for ****s) anyone else have this problem... And or fixed it?

Two things, that may not be hot unless the key switch is on. Next, checking the fuse, visual, or with a meter?
