Engine wont start

1988 C1500 350 5.7L TBI

When I turn the key I hear clicking noise but not hum sound from the fuel pump since its too loud. The engine will rotate. Would the relay or fuse be bad? The engine will start on carb cleaner.

yea def replace relay first

I'll try another relay and see what happens.
