Filling Fuel Tank Slow!

Filling Fuel Tank Slow!
I have a 2003 Silverado 2500 quad cab, long bed with the 6.6L diesel. About two years ago I began noticing it was getting hard to fill the fuel tank with the nozzle handle fully opened. It happened at different stations. It's gotten to the point that I have to angle the nozzle just so and barely squeeze the handle, making it a 15 minute process to fill a 3/4 empty tank. The other day while fighting the fuel war, another customer mentioned a friend of his had the same problem with his 2003 Silverado, and the problem was in the vapor return line.
I've looked around online to several forums, and most talk about a stuck vapor ball or a clogged EVAP canister. Before I crawl around under my truck in the hopes of finding the problem, I was hoping someone here had the same problem and knows the fix.

the filler tube goes from the tank to where you fill. likely easy to remove, few nuts and shrowd at top. without removing check and see that it's right. should have 2nd line (or two tubes) that makes filling easier, that's why there's two holes at the top under the cap. i don't think evap is used for air replacement during fuel filling - and i'd think you'd get an evap code if that were the problem)
