Default Need a 1984 c10 silverado expert (or somethin close)

I am looking to but a 1984 Chevy C10 Silverado with a few issues. I want to find out if its worth getting and fixing the few things. The main thing I wanna know is about the steering column. At the joint where the tilt feature is, it is loose. It shakes up and down and I don't really like it. I have been looking around and found that it may just be loose and I need to take it apart and tighten it, or i need to replace the bushings and the spring. Any ideas to which it may be? Or the cost and labor or both? Also the actual steering is somewhat loose. Any ideas to why or how I can fix it?

Thanks, now i need the horn problem solved, and the electric driver window, and the loose steering. Anything else?
