Default 1984 Scottsdale Running too rich

Hey guys, pretty new to the forum, and I wanted to see if anyone could help me diagnose my fuel problems with my 1984 chevy scottsdale. I rebuilt the quadrajet carb, set the float at the correct level, and attempted to reset the idle mixture screws. But its still getting too much fuel. it only starts up when i have the primary choke plate open, or else it'll flood from lack of air. I've read that the well plugs on the bottom of the carb may have come unsealed, pushing fuel into the crankcase and the intake. When I heard this, I pulled the dipstick and took a whiff, and the oil reeked of gas. Would it be a safe bet that those well plugs need resealed, and if I were to reseal those plugs, would the running rich issue be fixed? Thanks for the advice, I'd Really appreciate it!

Check the vacuum break both for adjustment and operation.
