Default Braking issue

When I'm braking my brakes are working just fine but when I get to a lower speed my brake pedal goes stiff and I lose all my braking. I have already replaced my brake booster, checked to make sure I'm getting all the vacuum, followed all my lines and didn't find any leaks, checked my abs sensors, bled my brakes, checked my fuses. And don't know where to go next. When this problem happens it sounds like my abs control module is kicking on. What should I look at now?

a wheel speed sensor signal may be dropping out causing a false abs activation. You should be feeling the brake pedal drop or pulse when the pump cycles.
