ok so ive wired in the one on my drivers side into the parking light...everything works how it should except for now my turn signal indicator in my dash stays on? why is that

Sounds like you broke the ground wire or grounded it to the frame. Its not really a ground wire per se, there are things series with it.
If thats not it, then Idk. I would think just splicing in LED halos would cause that. You did independantly ground the black wire coming from the halos didn't you?

there wasnt a black wire. there was 2 red wires and i put em on a 9 volt both ways and they worked

Well ground either one of them independantly.
I'm think ohms law may be screwing you up.

well i found a green and black wire stuffed up under the headlights this morning that i didnt see and took it to a friend of a friend and he got em workin right....my turn signals flash really quick like a bulbs goin out but theyre brand new...

Thats nothing but a backlight.

I'm not sure why it affected your signals any way. It should only affect your parking lights.

no biggy if it muffs up ill take it back to the guy ad have him look at it...speakin of lookin go check out the pic....be warned i took it with my cell like 20 minutes ago
