When I've tried Tow Mode in town, it does go to V4 mode but it also appears to unlock the torque convertor which is to be expected if you were really towing a trailer. While the RPMs do go up, the mpg do go up a little but when you are going downhill, it's better to get out of Tow Mode. At least that's been my experience.
