The dreaded rear bumper rust 00-04 Z71

If you have a 00-04 Tahoe Z71 or Suburban and your rear bumper is the same color as the vehicle then you know exactly what I'm talking about.. Almost every single one that I've seen has rusting on the rear bumper. I notice that it seems to be more common on the white ones. My bumpers been showing signs of it over the past year and I'd like to do something before it gets too bad. I'm curious if anyone has any bright ideas how to stop or slow down this rusting..besides replacing the whole bumper with a silver metal one. I thought of using a rust converter spray or one of those rubberizing sprays like the one 3M makes. I'd like to get the insight of owners or shop detailers who've dealt with this.

Just up front, I've never had your exact problem...

But, I've tried to use can/sprays to remove rust, and never had complete good results from them. There's always something you miss.

If you really want to do a complete removal, I don't see any way besides removing the bumper, and having it dipped. Then, it's up to you to do a Zink plating and repaint, or Chrome it. Now that I think about it, there may be some other coatings which you could plate with, besides Zink. Just don't remember what they are at this moment.
