Default Rear wiper Help!!

I thought the rear wiper motor was bad, it stopped wipping and only made a clicking or ticking noise, took it apart I thought maybe the road salt got into the shaft and locked it up. Replaced it with a whole new unit with a new relay box or what ever is the black box connected to it. With the sme clicking noise and no wipper movement. Fuses are all good. What else could it be. Any help would be much appreciated!

From what I've been able to dig up it might be in the grounding in the washer pump in the engine compartment any one had this happen?????
