02 sensor bank 2 sensor 1

Getting no signal on my bank 2 sensor 1 on the output when it's running but get no voltage on it when it's not running I'm thinking there is a short somewhere in the wiring.

Problem solved

Someone rewired the harness and got the 12 volt on the B pin when it should be on the D pin, that why I was getting a low voltage output.

what happened? did they put new O2 sensors on it but got the pigtail wires backwards?
