Will not start
 
Here is what I know,
1-Passkey is working I have two keys one with a chip and one with no chip, when I insert the no chip key into the ign switch the security light turns on When I insert the key with the chip security light stays off.
2-The engine will crank and it might start but do not hold your breath I have spark and spraying either into the engine it will run.
3- I have a new pressure regulator as the old one failed and the van ran perfectly for almost 6 months when the starting issue arose.Tested fuel pressure and I was able to cycle up to 32psi which is low so I bought a new pump and it made it to 20 psi the next time I tried the new pump it would on initial key on go to 10psi, Ok could be a bad pump and I removed the new pump and reinstalled original pump and it will only make 15 psi now. Is there any way the pump can be run without being connected to the car? I could not remove the tank way to much rust so I cut an access hole in the floor and also replaced the filter .upon inspecting the tanks inside it is very clean.
I also replaced the crank sensor and have on order a cam sensor.I really should send it to the crusher but it is now a matter of principle.

It seems odd that you're having those low fuel pressure readings, especially with different pumps. On the other hand, I once had a very low pressure pump, under 10psi, and it would at least idle just fine.

I would check the connections going to your tank and see if you're getting proper power to the fuel pump, or perhaps the fuel filter is clogged.

I am going to replace the fuel pressure regulator and I have replaced the filter, I did buy a decent fuel pressure gage and even had my Grandson bring home a Snapon from work, same readings. I am thinking about an external pump from the hot rod shop, hopefully the regulator will be here tomorrow

With the fuel pressure gauge attached, do you see any change in pressure when the vacuum line is disconnected from the regulator? Mine jumped up around 5psi. with the vacuum line off.

will try in the morning, but why would it jump up when no vac? I know it has plenty of suction

The pressure increases with no vacuum because the engine assumes that it is under heavy load, ie. full throttle when vacuum drops.

Is it possible that if my battery is marginal could that cause a no start, putting the tester on the battery with a full charge it immediately pulls the battery to almost zero voltage when I put the fully charged battery in it fired the engine and tried 3 or 4 times with a start and ran good, fuel pressure only went to 30psi

It is possible; a marginal battery may have enough cranking amps to turn the starter over but not enough voltage for the ignition circuit. 30 psi.of fuel should be enough to let the engine run, at least for idle and part throttle.

At first, I thought it was the passlock3 that went South so I went after that and after destroying a key the Passlock 3 was not the problem, I then went after the fuel pump and that was not the problem the only thing left was the pressure reg so that was replaced. Now when I turn the key to run not start the pressure goes to 30psi where it was less than 10lbs, checked the battery with the drag-down the meter and the meter killed the battery, Pulled the battery and charged overnight then put it back in connected all cables turned the key and it was running. I had done this a couple of times before and with a full charge it would start but restarting several times it would not fire yet I had spark and a shot of start fluid it would run. I have a new battery and I am hoping this might solve the problem
