Default soft brake pedal

The brake pedal feels a little long on the first brake application, I figured it was air in the line , I bled the brakes and it was stick there, so I took it to a shop and for $35 they bled them again, but it is still the same. I have an obd reader plugged in and it shows the vaccum staying constant as the brakes are applied. It is only one the first stroke, then it is back to the regular travel. Yesterday some guy just cut in front of me and I had to really stab the pedal and the ABS kicked in so it stops as expected. Again it is a minor problem, but I see it has a controller at the back for trailer brakes, but they are electric brakes so that should have no affect on the pedal travelled. If I just push on the pedal and hold it the pedal does not move .
