For the past 2 years my windshield washer fluid will barely spray out or not at all if it gets cold out. I have also noticed that the fluid leaks out at the rear window. Any idea what could cause this? Is there some kind of valve that connects the front and back fluid supply hoses?

Get the windshield washer reservoir replaced if you find leaking. Also check the wiper motor fuse, and have a look at windshield squirter unit.
