Default 1988 Monte Carlo, not sounding right

I'm experiencing issues with electrical or transmission in my Monte Carlo. It is believed to me converted to HEI with the computer missing. I took apart the distributor and took off the rotor and the two arms are rusted and barley opening. I believe that this is causing the car to go into a low idle when put in gear. I've been told that it could be bad gas, fluids or a bad transmission. Can anyone help me get to the bottom of this? Thanks.
