Default 1999 Automatic headlights

The automatic headlights on my 1999 Silverado dont turn on when the truck is started. I have to turn the switch on to have headlights. Any thoughts?

My 97 did the same thing. I saw it as divine intervention as im not a fan of day time running lights. My alternator had went out an hour from home, had to drive with the parking brake on one click to turn off the day time running lights to get home.

The sensor isn't covered. Where is it plugged in at? I have a feeling its going to be under the dash.
