Default Need 4x4 help

I have a 97 Z-71 with manual 4X4 in the floor, I can't get the 4X4 to engage in either hi or lo and it blows the 4X4 fuse every time I take it out of 2hi, I can't imagine why the manual 4X4 would have a fuse in the first place, any suggestions? This is my first 4wd, would I have an actuator, could this be the problem? Thanks for any help.

I'm not sure a 97 would have a manual shift transfer case?
