1999 Silverado Z71 5.3L Idle Problems

My 1999 Silverado is having some idle problems. Sometimes it will idle at 600RPMs other times it idles at 1200RPMs. Also when weather is cold, idle goes up and down!! Any ideas?

might be the Idle Air Control valve.
