Default newbie questions

Well I bought a suburban yesterday.a 2001 LT 4x4 with 149000 miles for 3500.00 The maintenance was kept up very nicely. The only thing is the tailgate has a lot of paint bubbling up so I am going to need that resprayed
also the bottom inside edge is rusting nothing on the outside,i was thinking on painting some por 15 to the inside bottom edge. Other than that the front seat has a tear as they all do
I am taking in to my mechanic to have the oil and filter changed ,check transmission and look at the brakes It looks like someone installed a rubber brake hose for the two rear brakes and it is hanging real low..Any other things to look at right away

That low hanging brake line is probably the E-brake cables
