Default 5.7 TBI running rich

I'm not sure why my 94 3500 5.7L 350 TBI is running rich and I need some help. It doesn't have any cats or mufflers but didn't have any problems with it running rich when I first got it. It has brand new plugs and new spark plug wires and distributor cap. What could be the main reason with the TBI? Or should I buy a new/used one and try it or rebuild it or what parts should I be looking at on it? Any help is appreciated as I am young and only know a little about my truck but not much about digging into stuff I've never touched before

Why do you say it's running rich - what's it doing?

I'm not to sure but I'm thinking it has something to do with the TBI. At idle it smells strongly like gas and when my freinds are behind me and I'm just cruising along they say it smells like I'm getting on it but I'm not and I'm also getting super bad gas mileage now even if I'm not driving I can watch my gas gauge drop ever so slowly
