Default 1997 Astro Fuel Pump Replacement

Can I get to the fuel pump from inside the van underneath the carpet or do I need to drop the fuel tank?

Thanks!My next question(s) is/are I have a full tank of gas. Suggestion of the best way to get it syphoned out? Then, I am looking online for a good replacement part manufacturer do you have a good suggestion for that? Money is tight. Then do you have an estimated time for the actual installation that I can allow for?
