EGR Vacuum Solenoid leak

EGR Vacuum Solenoid leak
When the vacuum solenoid is in the closed position, should the vacuum hold firm or is some bleeding allowed. I put a hand vacuum on it and it bleeds off in about 5 or 10 seconds. I have an '85 Caprice and the vacuum solenoid is in the normally off position when not energized.
