'96 Cavalier blower motor on works on high Why ?

'96 Cavalier blower motor on works on high Why ?
It has done this for a couple of years now.
I would like to fix this.
I've taken the switch out looks good doesn't smell burnt,traced wirng to blower motor no burn spots.
Blower motor has metal body which is "Hot" when fan is off but is not when fan is on.
I don't get it can someonehelp ? Thank you for your time,,,,,Doug

thanks for your reply.
I'm not exactly sure where the resisitor is located.
Could it be the white 4 place connector located in the bottom of the blower motor near the floor ?

Thanks Shawn, that's the one thing I didn't pull out that screw against the carpet is a bugger.
Funny thing though when I checked for power at the 4 wire plug going into it I only had power at the orange wire and that's when the the fan switch was off.
