She either has a bad sensor or there is rust under one of the sensors lifting it enough to make it act like it is bad. A shop will have to connect a scanner and drive it to determine which one it is. When there is about a 3mph difference in wheel speed the abs will kick in and this usually happens as you slow to about 10mph.

It depends on the vehilcle. Some are almost as expensive as buying an entire new wheel bearing with the new sensor in it. Non are cheap. All that holds them in is a socket head cp screw that you remove with a metric allen wrench. Getting them out in one piece is a whole nother matter. They generally don't want to come out. If you break the coil you're toast. I have had the plastic sleeve break and still have the sensor work though. When you get it out, file the mounting surface to get rid of any rust and reinstall the sensor. You'll have to pull the caliper and rotor to get to it.
