Possibly a worn alternator. The electric power steering used on many newer GM vehicles (including the Equinox) essentially consists of an electric motor attached to the steering column that helps the driver turn the steering wheel. This motor draws a lot of power, so a worn alternator may whine a bit at idle (when the alternator is least efficient) due to the somewhat high electrical load.

There is a large 80A fuse in the underhood fuse block that only goes to the power steering control module (PSCM). If there is a power steering malfunction detected you'll see the SERVICE POWER STEERING message appear. If the fuse looks fine when you check it you'll need to take your Equinox to a dealership or a shop with a good scanner to retrieve troublecodes for a proper diagnosis.
