Default Oil level concerns

The last two times I have had my engine oil changed by the local dealer. When I go to check the level after the service I have noticed the oil is about 3/8" to 1/2" over the little holes on the dip stick.

The range in the manual says the little holes are the range.

Am I overly concerned about the level being to high?

I asked them to watch it the second time, but it came back the same way.

How long does it sit before you check it?

let it sit idle for like 30-min and then check it oil could splashed up while driving
