Default 2004 OBDII Wiring Diagram?

My van has an intermittent fault that blows the 15 Amp cigarette lighter fuse. This fuse also covers the OBDII port and possibly other things. Does anybody have a complete wiring diagram for this circuit that shows what it feeds and what wire colours I'm looking for?
I don't know if it's related to COVID-19 or not but it is impossible to find a good selection of fuses in the stores and 15 amp are probably the hardest to find.

That's all there is to it.
OBD connector, cigar lighter, and if installed, the secondary power socket which looks like a cigar lighter. Straight run from fusebox to socket.

The wire color is whatever is coming out of the back of the lighter socket. Should be red+white.

Make sure there's no schmutz in the OBD port that's shorting it out. Or in the fusebox. Check for chafed wires.

I didn't think of looking into the OBDII port, that is a good idea. This problem has been going on for years so I'm just about ready to run a new wire altogether but I'll give it one more investigation first.
Where would the secondary power circuit be installed if it existed? This is a conversion van so it may have been hacked off by somebody. There is a battery (not keyed) powered cigar lighter on the passenger side of the console.

Thanks again! I will get into this in the next couple weeks before the van goes into storage for the winter. It may be going to the Yukon next year so I want it all sorted out.

I put in a new fuse today and it blew before I had it seated so there was clearly a dead short. After that I jiggled the wiring above the OBDII port and removed the cigar lighter element. The next fuse held so I'm thinking the random fuse blowing may have to do with the cigar lighter so I'm gonna throw it out.
The more interesting news is that I hooked up my Blue Driver and it worked! They must have updated the firmware because it took way longer to scan the codes this time and it came back with stuff from the body control module and air bag system.
