Default 98 Express Power Locks

Next question on my new (to me) van. The power locks do not work. Either from the key fob or any of the switches, which made me suspect a fuse. There was nothing clearly labeled power locks in either fuse box (the one in the cab driver's side or the one under the hood). But I did find a 25A fuse that it says is "Power Accy" that was blown. The thing is, when I try to replace it, it blow immediately. Don't know if that is for the locks or not. Or it could be that it's not used as this is a conversion van and there is a separate fuse panel for all the conversion van stuff.

Any ideas where to look for a fuse for the locks? I dont' have an owner's manual ... have one of those and a repair manual on order.
